The Yogi Adityanath government has sent a proposal to the Union Public Service Commission (UPSC) for the appointment of a permanent DGP in Uttar Pradesh. The commission will examine the service records of the IPS officers included in the list and send a panel of names of three officers on the basis of seniority to the state government. After this, a permanent DGP will be appointed in the state after four months.
On May 11, 2022, after the removal of former DGP Mukul Goyal, DG Intelligence Dr. DS Chauhan was made the acting DGP. DS Chauhan, a 1988 batch IPS officer, is counted among the trusted officers of Chief Minister Yogi Adityanath.
According to the rules, for the selection of DGP, a list of the names of such officers who have completed 30 years of service is sent to the Central Government, whose service period is six months or more. On this basis, the names of 42 officers ranging from 1987 batch IPS officer Mukul Goyal to 1992 batch IPS officer Neera Rawat are included.
Of the officers included in the list, 20 are of DG level and 22 of ADG level. Of these, six DGs are presently on central deputation. IPS officers up to the 1989 batch have become DG in the state. At present, 1987 batch IPS officer Mukul Goyal is in the first position, RP Singh is second and GL Meena of the same batch is in the third position in the seniority order.
According to a senior official, if the Union Public Service Commission considers the names from the date of sending the proposal, then the names of RP Singh and GL Meena, who are included in the seniority list, will be out of the panel due to the remaining tenure of less than six months. In such a situation, after Mukul Goyal, 1988 batch IPS officer RK Vishwakarma will be second and caretaker DGP DS Chauhan will be third.
After this, on the basis of the seniority list, 1988 batch IPS officer Anil Kumar Agarwal posted on central deputation is fourth, Anand Kumar of the same batch is fifth and Vijay Kumar is in sixth place.
Senior officials say that in order to determine the seniority order, the Commission will first consult with the State Government regarding the date of vacancy of the post and the date of sending the proposal, after which the final decision will be taken.
It will also be seen that the State Government has not initiated any confidential investigation or action against any officer. In such a case, the name of that officer may be removed from the panel. The claim of caretaker DGP DS Chauhan is considered strong. At the same time, the claim of RK Vishwakarma ahead of DS Chauhan in the seniority list is also considered strong due to other reasons.
